The short answer
Tsuyu usually lifts in the third week of July and the country switches to full summer — hot, humid, loud with cicadas and festivals. Kyoto's Gion Matsuri runs the whole month, with the main float processions during the month.
The comfortable Japan in July is upland and offshore. Hakuba and the Nagano highlands run ten degrees cooler than Tokyo, and Okinawa's beach season is fully open — hot, but with the sea to fix it.
