The short answer
Tsuyu usually lifts in the third week of July and the country switches to full summer — hot, humid, loud with cicadas and festivals. Kyoto's Gion Matsuri runs the whole month, with the great processions in the middle, and it fills the city.
The comfortable Japan in July is upland and offshore. Hakuba and the Nagano highlands run ten degrees cooler than Tokyo, and Okinawa's beach season is fully open — hot, but with the sea to fix it.

Kyoto
Gion Matsuri through the month; hot, crowded and worth it for the processions on the 17th and 24th.
Hakuba
Alpine summer: cool nights, hiking and none of the winter rates.
Okinawa
Peak beach weather, warm sea and the year's highest island rates.
- The rainy season typically ends in the third week of July on Honshu.
- Book Kyoto four to six months ahead if the Gion processions matter.
- City sightseeing is best before 10am and after 5pm — the midday heat is real.
- Typhoon season is opening; keep the first and last nights flexible in Okinawa.
