The short answer
September is the gamble that usually pays. The first half still carries August's humidity and the highest typhoon frequency of the year; the second half cools into something close to perfect, with clear skies, warm days and almost no visitors.
Because the autumn-colour rush does not start until late October, September rates sit near their annual low. For travellers who can move dates at short notice, it is the best risk-adjusted month in the calendar.

Kyoto
Warm, quiet and cheap. The gardens are green rather than red, and you will have them to yourself.

Hokkaido
