The short answer
The first three weeks of December are one of the calendar's quiet secrets: cold clear days, the last maple leaves in Kyoto, winter illuminations in every city, and rates at their pre-festive floor. Nobody is travelling and everything is open.
Then it turns. From around 27 December the country moves at once — New Year shrine visits, family travel, shut restaurants from the 31st — and the ski resorts hit their first peak. If you want December's calm, take the first three weeks.

Kyoto
The last of the colour into the first week, then quiet temples and winter kaiseki.
Niseko
The season opens and snow builds through the month; festive weeks are at full peak rates.
Tokyo
Illuminations, year-end markets and the best restaurant availability of the winter — before the 27th.
- Book anything covering 28 December to 4 January nine to twelve months ahead.
- Many restaurants and small businesses close from 31 December to 3 January.
- Early December is the year's most underrated city window.
- Niseko's snow base is usually reliable from mid-December but peaks in January.
