The short answer
August is the loudest month of the Japanese year: Obon brings the country home, fireworks fill the river nights, and the lowland cities sit in heavy humid heat. It is the month to travel north or up rather than through Kyoto.
Hokkaido is the answer for most travellers — cooler and drier, with lavender fields and coastal seafood — and the Nagano highlands run a similar margin cooler than Tokyo. Okinawa is beautiful and hot, with genuine typhoon risk through the month.

Tokyo
