The paradox: fewer visitors, more nights
Kyoto City's 2023 Tourism Survey counted 50.281 million visitors, versus 53.515 million in 2019: a 6.0% decline. Yet the number of people who stayed overnight rose from 13.166 million to 14.745 million, an increase of 12.0%. These are citywide estimates, not counts of luxury travellers or unique hotel bookings. The survey found monthly visitor volume varied by a factor of 1.4 in 2023, with March the busiest month and February the quietest; that does not predict the crowd at any one shrine or street.
That distinction matters. A busy lane at noon does not tell you how a neighbourhood feels before breakfast or after the day-trip trains leave. The survey's average overnight stay was still only 1.61 nights. For a trip built around temples, craft, food and time to walk, three or four nights gives the city more room to breathe; that is editorial advice, not a figure from the survey.

What spending data can and cannot prove
The survey estimates ¥1.5366 trillion in Kyoto City tourism spending in 2023, 24.3% more in yen terms than in 2019. It also reports ¥87,208 in average spending per foreign overnight visitor, compared with ¥60,991 in 2019. Those totals cover all visitor types, not just luxury guests, and they do not establish what any particular hotel, machiya or restaurant charges today.
Nominal yen spending is not a like-for-like measure of international purchasing power. Currency movements, inflation, trip mix and the recovery of foreign travel all matter. Use the figures to understand the citywide shift toward more overnight activity; use a live quote for the cost of an actual stay.

How to use three or four nights
Keep the first morning for Higashiyama on foot, before the central streets fill. A second day can pair a single museum or temple with Nishijin's weaving neighbourhood and a slower dinner. Use a third for Arashiyama or a day beyond the city; resist trying to combine both sides of Kyoto in a single afternoon.
Stay close to the place you most want to experience at dawn or after dark. Higashiyama has the iconic lanes; Nishijin feels more residential; central Kyoto makes rail connections straightforward. Choose the house or hotel for that rhythm rather than a generic list of sights. For actual availability and rates, compare the current partner listings; the survey cannot price your dates.
- Choose one district as a base instead of changing accommodation across the city.
- If travelling in blossom or autumn colour weeks, check current bloom or foliage forecasts rather than fixing a date from an old calendar.
- Confirm what a machiya stay includes, especially stairs, breakfast, housekeeping and cancellation terms.
